Meeting with Shri Niteshwar Kumar, PS to Hon’ble MOS (C):

Shri Niteshwar Kumar, PS to Hon’ble MOS (C) granted a meeting to AIBSNLEA today (30.05.2017) at 18.15Hrs:

Accordingly GS, FS, AGS (HQ) and CS Karnataka Circle met and discussed regarding limiting the replacement of E1A by E2 and E2A by E3 by modifying BSNL’s earlier proposal of up-gradation of subsequent pay scale E3 by E4, E4 by E5, E5 by E6 and E6 by E7 to provide pay parity among the executives in BSNL

We requested for his kind intervention for the replacement of E1A by E2 and E2A by E3 and up-gradation of subsequent pay scale E3 by E4, E4 by E5, E5 by E6 and E6 by E7 as per the BSNL’s earlier proposal dated 06.06.2016.

We resented against the BSNL’s modified proposal for limiting replacement of E1A by E2 and E2A by E3 only under the pressure some Associations which will create disparity in the pay scales and will disturb the pay scales hierarchy in case the subsequent pay scale are not up-graded i.e. E3 by E4, E4 by E5, E5 by E6 and E6 by E7. We further explained that executives in the scale of E5 are stagnated for the last two years. 

He appreciated our concern and assured to discuss the matter with the concerned authorities in DoT / BSNL and thereafter he will call us for further discussions. 

We extended our sincere thanks to him for granting us a meeting. We also handed over the letter addressed to Hon'ble MOS (C) in this regard.


Meeting with Addl. Secy. (T) DOT:- GS,  AGS (HQ) AGS (Finance) met Adl.Secy. (T) DOT and discussed regarding:-

(a) Replacement of E-1A by E-2, E-2A by E-3 and upgradation of subsequent pay scales ie.  E-3 by E-4, E-4 by E-5, E-5 by E-6 and E-6 by E-7.  We requested for   reconsideration of BSNL's 06-06-2016 proposal for replacement of E-1A by E-2, E-2A by E-3 and upgradation of subsequent pay scales   E-3 by E-4, E-4 by E-5, E-5 by E-6 and E-6 by E-7  to provide parity in the pay scales and maintaining the pay scales hierarchy in BSNL.  Addl. Secy (T) mentioned that our views will be looked in to, in case any review in this regard is taken.

(b) Pay fixation matters relating to BSNL employees- date of increment on regular promotion to a scale – request for issuance of final order  in this regard- We appraised AST regarding BSNL's letter No.400-55/2016-Pers.I dated 08.05.2017 wherein now the pay fixation of the executives is being revised before their retirement which is causing huge recovery.  We requested him to issue a final order in this regard on prospective date so that no recovery is made.  AST assured to discuss the matter with Member (S) and  Member (Finance) for an early order in this regard.

BSNL plans satellite phone service for all in 2 years

State-run BSNL is planning to extend satellite phone services for all citizens in two years that can work at any corner of the country and remain immune to the breakdown of mobile services during natural calamities. 

"We have applied to International Maritime Organisation. It will take some time to complete the process. In 18-24 months, we will be in a position to open satellite phones service for citizens in a phased manner," BSNL Chairman and Managing Director Anupam Shrivastava told PTI. 

Traditional mobile networks cover around 25-30 kms around towers and can transmit signals to phones placed equal to or below the height of the tower. 

BSNL has started satellite phone service using INMARSAT service which will be initially offered to government agencies and later extended to citizens in a phased manner. 

The service will cover areas where no networks are present and be provided by INMARSAT which has 14 satellites. 

TN Circle to include the screening Test qualified TTAs in the next JTO Phase-I training.

Dear Comrades! As per the input given by the AIBSNLEA TN Circle, AIBSNLEA CHQ has taken up the issue of posting of JTO Screening test qualified TTAs who have undergone  Phase-I training but not officiated as JTO with Corporate Administration. 
TN Circle Administration has also written two letters in this regard to Corporate Office New Delhi for giving concurrence. 
Finally, Corporate Office issued instructions to TN Circle Administration to allow/include the TTAs in the next Phase-I training to be conducted for 2016-17 Batch.
In TN Circle 20 such eligible TTAs are available. ABSNLEA TN Circle congratulates all the eligible Comrades.

Dear Comrades! Today, Our CS, CHQ President, Com.Elavarasan, CEC Member and Com.Madhu, DS, STR met PGM(HQrs) and discussed the following.
1. Immediate relief of Com.Jenu John JTO/STR/CBT, Com.Swapanasree,JTO/STR/Pollachi and other JTOs who are under the orders of transfer to other Circle under Rule-8. PGM assured to relieve the Officers.
2.Delay in consideration of request transfers in the cadre of SDE- case of Ramakrishna, SDE, STR/BG and Com.Vijayalakshmi, SDE/BG to Visakapattinam- PGM assured that the orders will be issued shortly in consultation with PGM/STR/BG.
3.We insisted for the implementation BSNL transfer policy in true letter and spirit and immediate issuance of rotation/Long Stay  transfer in the cadre of JTO and SDE in STR Tamilnadu Region. PGM replied that already Long Stay list is taken and it is under process.
4.Immediate implementation of Internal to External Transfer and vice versa in Chennai City of STR Tamilnadu by preparing common list for STR Circle Office and GM Chennai Unit as agreed in all Association Meetings. PGM informed it will be implemented after getting approval from CGMM STR.
Circle Team also met PGM (Finance) and discussed the following cases.
1. Transfer cases of  Com.Subramanian,AO, ERD to CBECom.Ananthalakshmi, JAO ,DPI to Salem. Com.Krishnan,         JAO, Trichy to Karaikudi.
2. EPP & Regular AO promotion case of Com.Sarath Babu, JAO, Madurai.

Group of Secretaries Meeting on 3rd PRC: 

Today in Cabinet Secretariat the meeting of Group of Secretaries is taking place. Addl. Secy(T), DoT  will give presentation in the meeting on behalf of Secy(T) in this regard.

AIBSNLEA submitted its presentation to Addl. Secy(T), Jt. Secy(T), DoT today F/N and requested to ensure 15% fitment benefit  as recommended by BSNL and Memebr(S) DoT earlier. Earlier the matter was being dealt by Member(S), DoT on behalf of Secy(T) but now Addl. Secy(T) has been assigned this work.


CPC of left out DE to DGM(Engg.) - 83 pending cases: The CPC of left out DE to DGM(Engg.) is expected in next week and about 45 DEs APARs have been received.



GS writes to Shri Anupam Srivastava, CMD BSNL regarding our concern on the Illegal promotion orders of 42 DGMs of 147 LDCE quota SDEs whose seniority has been quashed by the Hon’ble High Court Kerala and SLP is pending in Hon'ble Supreme Court of India. We have requested for his kind intervention in the matter and get investigate from vigilance cell urgently. Initiatives in this regard are needed to take stern action against the culprits as well as to take necessary corrective actions to undo the wrongs at the earliest to provide justice and to avoid further litigations.

Nokia ready to work with BSNL to bring 5G in India

In a report, Sanjay Malik, head of India market at Nokia said, "thoughts behind these MoUs would be to introduce 5G here, and what are the steps required for the same, besides identifying applications to define the target segment, which will lead to a complete 5G strategy for telcos."

"After 4G, the future is 5G and IoT, which is useful in the concept such as smart cities... The MoU will help BSNL to draw a framework for transition from the current network to futuristic 5G network," BSNL Chairman Anupam Shrivastava earlier had told PTI.

This new venture by Nokia, and BSNL will form a base for 5G operations in India but might reach the general public only by 2019-2020.

The Digital India scheme and Internet of Things (IoT) are touted as the driving force behind this new development.

BSNL assures new cheap data plans

State run telecom operator- BSNL Launched new value plans are targeted at staying relevant in the highly competitive market and assured these will not be withdrawn anytime soon.
BSNL has launched three new prepaid promotional tariff vouchers priced at Rs 349, Rs 334 and Rs 395 offering rock bottom pricing for 3G data and talk time depending on the scheme.
BSNL has dragged the data pricing to Rs 1.2 per GB / day and claimed it is most competitive now in India with tariff voucher of Rs 334 offering 3GB data daily for 90 days validity.

DE to DGM (Engg.) promotion orders issued:

Congratulations! AIBSNLEAs consistent efforts yielded results in getting released the long awaited DE to DGM Promotion Orders for 438 posts. AIBSNLEA extends its sincere gratitude and thanks to CMD BSNL, Director (HR), PGM (Pers.), Jt. GM (Pers.) and his entire team for their overwhelming support and tremendous work. AIBSNLEA congratulates all the promoted officers for the new assignment.

AIBSNLEA stand on replacement of existing pay scales:

AIBSNLEA has reiterated its stand on the replacement of intermediatory pay scales E1A, E2A and other scales E3,E4,E5, E6 by E2,E3,E4,E5,E6 and E7 respectively and accordingly has given a letter to CMD, BSNL and Secretary (Telecom) for reconsideration. In this connection BSNL has already sent a proposal to DoT vide letter number 1-13/2015-PAT (BSNL) dated 06.06.2016 for approval wherein-

(i) Pay scale of JTO & SDE (& equivalent executives) may be revised to E2 and E3 respectively as replacement of pre-revised scale of E1A / E2A w.e.f. 01.01.2007.
(ii) The pay scales E3, E4, E5 & E6 may be up-graded to E4, E5, E6 & E7 w.e.f. 01.01.2007 in respect of the cadres of Sr. SDE, AGM, DGM and SG-DGM respectively and appropriate changes may accordingly be approved in the BSNL Executive Promotion Policy.

AIBSNLEA is demanding the same for the benefit of all executives. AIBSNLEA represents all disciplines of the executive of BSNL whether it is BSNL absorbed or BSNL recruited, hence trying for benefit of all the cadres. In case, Executive Associations do not insist upon for the approval of above BSNLs proposal then all the Executive Cadres will never forgive them. Moreover replacement of E1A by E2, E2A by E3 and subsequent pay scales E3 by E4, E4 by E5, E5 by E6 and E6 by E7 was first item in the Manifesto of AIBSNLEA for the Membership Verification held in December 2016. AIBSNLEA strongly opposed keeping one Executive in E3 Scale for ten years consequent upon revision of E1A by E2 and E2A by E3 scales.    

JTO / JAO promotions will not end at the level of SDE / AO only but they will be promoted to the higher grades also. In view of this all the pay scales have to be up-graded as already accepted and recommended by the BSNL Management.

When AIBSNLEA is demanding up-gradation of scales up-to E-7 grade, how it can be unfortunate? AIBSNLEA has been demanding for the replacement of E1A by E2 and E2A by E3 but it cannot drop the demand of up-gradation of higher scales upto E7 grade since it represents all the cadres of BSNL executives.

In aforesaid proposal financial burden on BSNL towards perks & allowances of the executives would be bare minimum as the executives from the scales E3, E4, E5 and E6 would be simply placed to the next higher scale i.e. E4, E5, E6 & E7 and most of them will not get any financial benefit even of a single penny except those whose stagnation comes to an end. Hence, there would not be any cascading effect.

We therefore, just requested CMD, BSNL to insist upon DoT for approval of this proposal to resolve the problem once for all.

We have also requested BSNL Management to persuade for approval of the proposal of deduction of pension contribution payable to DoT on actual pay of an executive instead of the highest of his/her pay scale. This will reduce the additional financial implications on BSNL on account of pension contributions to bare minimum.

However, AIBSNLEA support will continue to AIGETOA for their struggle.

Next our CHQ President Com.S.Sivakumar has addressed.  In his speech  he touched HR issues and  circle office bearers role in organising  in  the membership verification process.

Our Circle Secretary Com.C.Duraiarasan has addressed the circle level issues and our role in post membership verification.

In the Afternoon Session DS has submitted Annual Report and FS has submitted the Financial Report for the period 2015-17. The house unanimously approved both the Reports. All the members have participated actively in the organisational review. 

The house unanimously elected new office bearers for the forthcoming year.
